CMS Releases New QAPI Tools


The Centers for Medicare and Medicaid Services (CMS) released several new Quality Assurance and Performance Improvement (QAPI) process tools.

In a collaborative effort with the University of Minnesota, Stratis Health, subject matter experts, consumer groups, and nursing home stakeholders, CMS created these tools that may be used to implement and apply some of the basic principles of QAPI.

A Process Tool Framework has been created to crosswalk each CMS Process Tool to the five QAPI elements. This framework includes a description of the purpose or goal for each tool that is hyperlinked within the framework. A total of 38 QAPI tools are provided via the document!

None of the tools are required for QAPI implementation; however, facilities may find them helpful in their QAPI preparation and efforts.

The QAPI regulation for nursing homes has not yet been published — we anticipate this new requirement will go into effect in 2015. Providers are strongly encouraged to not wait until 2015 to begin working on the transition from Quality Assurance and Quality Assessment to Quality Assurance and Performance Improvement. While the specific QAPI regulations will not apply to new licensed comprehensive home care providers, the concepts are embedded in their new "Quality Management" requirement.
